Bali, Indonesia CNN - Xi Jinping may have rejected US President Joe Biden’s description of the 21st century as a battle between democracies and autocracies, but as the G20 and APEC summits showed, the Chinese leader remains intent on pushing back at American influence overseas. Still basking in the afterglow of a Communist Party Congress that last month saw him consolidate and extend his grip on power at home, the strongman leader emerged from China’s zero-Covid isolation with a flurry of in-person meetings in Bali and Bangkok last week.

21세기를 민주국가들과 독재국가들 사이의 전쟁이라고 한 바이든 미국 대통령의 표현을 시진핑 주석이 거부할지도 모르지만 G20와 APEC 정상회담에서 보여주었듯이, 해외에서의 미국 영향력에 반격하려는(몰아내려는) 시진핑의 의도는 변함이 없다. 지난달 중국내에서 그의 권력 장악을 공고히 하고 연장하게 한 공산당 대회의 여운을 여전히 만끽하며(누리며) 이 독재 지도자 시진핑은 지난주 발리와 방콕에서 개최된 숨 가쁘게 이어지는 여러 대면 회의에 참석하기 위해 중국의 제로 코비드 격리 상태로부터 나와 세계 무대에 모습을 드러냈다.

 

In contrast to his self-cultivated image as an ideological hardliner, Xi attempted to portray himself as a broad-minded statesman, telling Biden in their meeting last Monday that leaders “should think about and know how to get along with other countries and the wider world.” This sweeping diplomatic outreach appeared specifically targeted at US allies and regional leaders caught in an intensifying rivalry between Washington and Beijing. Since taking office, Biden has shored up relations with allies and partners to counter China’s growing influence.

이념적으로 강경파라는 스스로 쌓은 이미지와 대조적으로, 시진핑은 자신을 도량이 넓은 정치가로 그리려고 애쓰며 지난 월요일 바이든과의 회담에서 바이든에게 무릇 지도자란 “다른 나라들 및 더 넓은 세계와 조화를 이루는(잘 지내는) 방법에 관해 생각하고 알아야 한다”라고 얘기했다. 이 전면적인 정치적 지원확대 노력은 미국과 중국 사이의 심화되는 경쟁 구도에 갇힌 미국의 우방국 및 영내 지도자들을 특별히 겨냥한 것으로 보인다. 취임 이후, 바이든 대통령은 중국의 영향력 증대에 대응하기 위해 우방국 및 협력국들과의 관계를 강화해왔다.

“Asia Pacific is no one’s backyard and should not become an area for big power contest,” Xi said Friday at the opening of the APEC summit, in the absence of Biden, who had already flown back to the US. The whirlwind of face-to-face diplomacy represents something of a victory for Xi, whose self-imposed international isolation had proved extremely costly as China’s relations plummeted with the West and many of its neighbors during the pandemic. Tensions have flared over the origins of the coronavirus, trade, territorial claims, Beijing’s human rights record and its close partnership with Russia despite the devastating war in Ukraine.

“아시아-태평양은 그 누구의 뒷마당도 아니며 거대한 권력 다툼을 위한 지역이 되어서도 안 됩니다,”라고 APEC 정상회담 개막일인 금요일 시진핑이 밝혔다. 그 당시 바이든은 이미 전용기로 미국으로 돌아가 그곳에 없었다. 숨 가쁘게 이어지는 대면 외교는 어느 정도는 시진핑 주석의 승리에 해당하는데, 팬데믹 기간 동안 서방 및 많은 이웃 국가들과의 중국의 관계가 곤두박질치면서 자진해서 시행한 국제적 고립이 엄청나게 대가가 크다는 것을 여실히 보여주었다. 코로나 바이러스의 기원과, 무역, 영유권 주장, 중국의 인권 기록 및 대단히 파괴적인 우크라이나 전쟁에도 불구하고 러시아와의 중국의 긴밀한 동반자 관계 등을 두고 긴장이 고조되었다.
